Default Schnoodle - whining

We have a schnoodle that is close to 2 years old. We've had him since he was just a puppy. We have serious isses with whining. If one of us walks outside, even if it's just to take the trash out or go to the garage, he is beside himself and whines the whole time, or barks. If someone is outside for an extended period of time he makes life miserable for everyone else in the house with whining and barking and carrying on. There are times where it is just not going to work to have him come with someone when they go outside. We have taken him to obedience training, we attempt to make sure he gets plenty of exercise and we've even tried bark collars. He - believe it or not - adjusted his bark to a higher pitch so that it actually does not set the collar off.

We are at our wits end. When everyone is at home and everyone is around him, he is a wonderful dog. But this issue is causing us to seriously think of getting rid of him. There's no way we can go 5 - 10 more years with this. But we do care about the dog and would love ANY ideas on how to resolve tihs.
