Passive aggressive

We have a wonderful 4 month old golden retirever/lab who is very submissive. She is very smart also. Whe she is greets us at the door she will pee a bit. She is getting better I think. Also she does not like to go outside if she doesn't need to pee. So if we tell her to go out she rolls over for us to pet her and will not get up. We have tried treats to give if she goes out but that is not doing it for her anymore. She is too big to pick up and getting to big to drag. PLEASE HELP
