fearful in boulder

Hi all, I have a 15month old wheaten terrier who is fearful of everything. Raised in a pen on a farm in Kansas. Does anyone know about Sit means Sit and how they are rated? Have tried other "food based "training techniques. He has come a long way, but is still scared of people. Loves dogs!
