New to the board ~ problems in tow

Hello everyone! I am in need of some advice to help me train my pup, she is soon to be a year old, and a wonderful dog except when she gets loose from us outside, she runs off, and will not come or stop. She about got hit by a truck this morning because she will not come when called.. I think we have spoiled her too much and now she is in danger, or being hit or lost. Any and all adive will be greatly appreciated.
