Default Counter sweeper

HELP!
We have 2 Beagles and have just recently adopted a Walker Coon Hound puppy. He is very loving but obviously being a puppy he can often be out of control. He is very tall already at 7 months. One of the biggest problems we have with him is that he will sweep the kitchen counters to get things – food, napkins, treats...whatever is up there. Mostly when we step out of the kitchen, but sometimes when we are cooking and don't focus our total attention on him. We have moved things as far back as possible. but he is very determined and stretches out to his entire length to reach them. We are used to dealing with short Beagles and have no idea how to stop him from doing this when we are not in the kitchen. Any and all help is welcomed.
