Default Biting

My dog (a dachshund) has bitten one of our neighbour as he came through our gate into our garden. Biting is not common for her. This neighbour owns a Alsatian who seriously attacked my dachshund over a year ago. Now, whenever she see's this dog again, it is with this neighbour.
Is the main cause for this biting territorial or is she scared? How should I have reacted to this, when i was specifically present when she bit him? And what should i do to prevent this ever happening again?
Many thanks.

That's an awkward situation. Your dog could be defensive, protective, scared or through association to the Alsatian just doe's not trust the owner. all you can do is be firm & consistent with your reaction to the dogs aggression & try to avoid situations were the dog may have cause to bite if possible. Professional help may be the way forward if you can find a good trainer who recognizes why your dog is acting this way.
What has been instilled in your dog will take time & patience to change.

well in my opinon i think the dog is showing well doing things that tell they are in fear, and in order to face it, they become defensive.

the biting may be in fear or in a perceived need for self defense. To keep it from happening again, you should do what you can to keep your dog from your neighbor. Restrain it when your neighbor is around. You may also need to do something something about your dog's relationship with the neighbor's dog. If you can socialize the two dogs without the two fighting, do that.
