Default Constant biting

We have a 10 month old Rotterman who is sweet and playful, but he always wants to bite at whoever is trying to pet him, or play with him. He has done this right from the time we got him as a 2 month old. He does not bite to be mean, and has not really hurt anybody. I'm not that knoweledgeable about dogs, and I'm not sure if he will grow out of this or not. We have never played games that would encourage him this way, it just seems to be in his blood. He can't receive affection without biting at your hand or arm. We have tried telling him NO firmly and offering treats when he obeys, but it doesn't seem to stick with him. We have trained him to lay down until we give the command that he may go, but once he's on the go again, he's right back at the biting. This chronic problem is very annoying, and we are at our wit's end. We seemed to have tried everything, but to no avail. Will we have to resort to a muzzle?

hi, this is obviously very frustrating. have you ever heard of the term "bite inhibition" in dogs? here is a link that might help you:
