Default Coming home to Howie

I have a 2 year old Bichon Frise named Howie who gets so excited when I get home that it takes him 5 minutes to stop barking and running around like a crazy dog. It wouldn't be so bad, but we live in an apartment and our nosy neighbor is annoyed with him and writes "anonymous" letters about his barking. I've tried taking him on walks immediately, telling him no, sitting quietly and calmly to show him to be quiet but nothing works. I feel like he is scolding me for being gone, or can't control himself. This happens if I just step outside to talk on the phone for one minute. If I don't take him with me this is how he behaves as soon as I get back. Even in the car, if I run into a store, he'll stare in the direction I left and freak out when I return. I think it's anxiety or stress and I don't know how to correct it because I don't think he can control it. Any suggestions?
