Unhappy excited/nervous dog problem

We recently adopted a dog from the local humane society. Its a wonderful jrterrier/beagle mix thats about a little over 1 year old. It is pretty much housetrained when we got it. But we have noticed that it is very sensitive to getting in trouble. When we catch her doing something wrong she cowers down on her belly and sticks her back legs straight out and just pees everywhere. She will not move she just shakes and looks at you. We have not hit her as we do not believe in that. Also when we leave for a short time and put her in her crate or if we let her roam the house as soon as we return home she goes CRAZY and is jumping everywhere and gets all kinds of excited which of course leads to her peeing everywhere. We are kind of at the end of our rope on what to do with her. We have never had to deal with a problem like this. We really don't want to get rid of her she is a wonderful loving dog and our son just adores her already. Any help i can get would be greatly appreciated. Also I am taking her to the vet tomorrow for a check up and hopefully some advice there too. thank you
